CTPAT Participants Eligible for FTZ benefits

  • Effective Date: September 23, 2024
  • Affected Regions: North America
  • Advisory Type: Tariff

Dear Valued Customer,

Recently, U. S. Customs and Border Protection (CBP) announced a new benefit for Customs Trade Partnership Against Terrorism (CTPAT) Trade Compliance partners.  Having met the requirements outlined, CTPAT Trade Compliance partners are now eligible to utilize a foreign trade zone (FTZ) for the storage of goods subject to forced labor enforcement action.  This notice outlines the specific requirements to participate.

If an importer is not a CTPAT Trade Compliance partner, they are not eligible to utilize an FTZ for storage of goods detained for forced labor enforcement. In this situation, the importer’s only option is to utilize a bonded warehouse using an entry type 21 or to export the goods.

The CTPAT Trade Compliance program is a voluntary program that allows participants to monitor their own trade compliance. For more information on how to qualify for this program here.
