Initiation of New AD/CVD Investigations on Aluminum Extrusions

On October 13, 2023, the U.S. International Trade Commission (ITC) announced via Federal Register Notice 88 FR 71020 the commencement of the preliminary phase of an antidumping (AD) and countervailing (CVD) duty investigation to determine injury for imports of aluminum extrusions that are alleged to be sold in the United States at less than fair value and alleged to be subsidized by the Governments of China, Indonesia, Mexico, and Turkey.


On November 2, 2023, U.S. Customs and Border Protection (CBP) announced in Cargo Systems Messaging Service CSMS #58263753 the U.S. Department of Commerce (DOC) initiation of an AD/CVD investigation on aluminum extrusion imports. Unless the DOC extends the time for initiation, the ITC must reach a preliminary determination in antidumping and countervailing duty investigations in 45 days, (i.e., November 20, 2023 in this case).


The full scope of the aluminum extrusions under investigation can be found in the Federal Register Notice and CSMS messages linked above. The impacted countries and U.S. Harmonized Tariff Schedule (HTS) numbers are:

  • 15 Impacted countries: China, Columbia, Dominican Republic, Ecuador, India, Indonesia, Italy, Malaysia, Mexico, South Korea, Taiwan, Thailand, Turkey, United Arab Emirates, and Vietnam
  • Impacted HTS Subheadings: 7604.10.10, 7604.10.30, 7604.10.50, 7604.21.00, 7604.29.10, 7604.29.30, 7604.29.50, 7608.10.00, 7608.20.00, 7609.00.00, 7610.10.00, and 7610.90.00

If you are an importer or exporter to the U.S. and import aluminum extrusions or final products that include aluminum extrusions, review the preliminary scope of the investigation.  If you import these goods and it is not clear if your product is within the scope of the order, we recommend you consider filing scope comments due by November 13, 2023, which could be extended.
