Energy and Energy Resources of Canada Subject to Additional Duties

Since March 4, 2025, imports of energy and energy resources of Canada - as defined in Section 8 of Executive Order 14156 including crude oil, natural gas, lease condensates, natural gas liquids, refined petroleum products, uranium, coal, biofuels, geothermal heat, the kinetic movement of flowing water, and critical minerals – are subject to an additional 10% ad valorem duty. 

On May 15, 2025, U.S. Customs and Border Protection (CBP) issued CSMS # 65054354, revising the list of applicable subheadings.  This list fully replaces the previous list published in CSMS # 64514918 on March 24, 2025. 

For all affected products, HTSUS 9903.01.13 must be declared at time of entry.
