U.S. Customs and Border Protection (CBP) has issued guidance regarding the implementation of Section 301 duties on products of Brazil, Section 232 copper smelt and cast reporting requirements, and automobile and medium and heavy-duty vehicle (MHDV) parts off-set license validations.
Effective July 22, 2026, certain products of Brazil are subject to an additional 25% ad valorem rate of duty under 9903.05.01. A limited in-transit exemption is available for qualifying goods entered between July 22 and July 29, 2026. Additional exemptions are outlined in the CBP guidance below and in our July 17 advisory.

Effective July 30, 2026, imports of certain copper articles from all countries of origin will require the primary country of smelt and cast and may also require reporting of the secondary country of smelt. If the primary country of smelt, secondary country of smelt, or country of cast is unknown, importers may report “OTH” (other).

Effective July 18, 2026, CBP implemented two new error codes within the Automated Commercial Environment (ACE) for entries that include automobile or MHDV parts off-set licenses. These validations are intended to assist customs brokers and importers with the proper use of offset licenses.
