Manifest Enforcement of Vague Merchandise Descriptions

Dear Valued Customer,

We are continuing to see enforcement of cargo manifest descriptions for cargo importing and exporting to and from the United States and globally.  For example, U.S. Customs and Border Protection (CBP) implemented a comprehensive messaging system that will reject Air Cargo Advance Screening (ACAS) filings if the manifest description is vague by noon EST on November 12, 2024. 

All cargo descriptions, regardless of country of destination, must be filed with a clear and concise goods description and, when required, an appropriate HTS code. The cargo descriptions must follow the guidelines to allow Customs in any country or region to identify the goods:

  • Must be written in plain language
  • Precise or specific description of the goods 
  • Allow for the importing country’s Customs agency to identify the essential characteristics of the goods
  • Do not declare generic descriptions that could describe multiple types of products (ex. “Caps”, “Frames” or “Machinery”)
  • “Brand” or “Trademark” names by themselves without reference to actual commodity
