On May 12, 2025, The White House published an executive order that clarified the temporary reduction of reciprocal tariffs on China for 90 days. The reciprocal tariff rate will decrease from 125% to 10%, effective for goods entered for consumption or withdrawn from a warehouse on or after May 14, 2025 at 12:01 a.m. The 10% tariff rate will not be retroactive. Other tariffs on China, including the 20% IEEPA fentanyl tariff, Section 232, and Section 301, remain intact.

The executive order also lowers the duty rate for postal packages and De minimis duty rates otherwise remain unchanged as they are subject to formal entry and all applicable duties.  Effective May 14, 2025, De minimis for postal shipments from China will now have a 54% duty rate, down from 120%. Postal shipments will retain a per postal item duty fee of $100 until further notice. This means postal shipments will either be subject to 54% duty rate or a $100 flat fee per postal item.
