CBP Announces CAPE Enhancements for Reconciliation Flagged Entries

Effective June 29, 2026, U.S. Customs and Border Protection (CBP) announced enhancements to the Consolidated Administration and Processing of Entries (CAPE) system. These enhancements allow entries flagged for reconciliation (entry types 01, 02, and 06) to be submitted for CAPE processing only if a reconciliation entry (type 09) has not yet been filed.

The filing requirements from Phase 1 remain unchanged.

Streamlined Refund Processing

  • CAPE will remove IEEPA duties from underlying entries prior to reconciliation.
  • This change separates IEEPA refund claims from reconciliation calculations.

Post-CAPE Filing Process

  • After CAPE acceptance, filers may proceed with submitting the reconciliation entry.
  • CBP will consider associated CAPE filings complete once reconciliation is filed.
  • Once a reconciliation entry has been submitted, it cannot be processed under CAPE in this phase.

Entries with a reconciliation already on file are excluded from this enhancement.
