USTR Requests Comments on USMCA Annual Review Through January 12, 2027

The United States Trade Representative (USTR) in Federal Register Notice 91 FR 63379 has announced a comment period on the United States-Mexico-Canada Agreement (USMCA) ahead of the annual review. As a result of the United States not agreeing during the July 1, 2026 joint review meeting to extend the agreement for a new 16-year term, annual reviews will be triggered going forward until all three countries agree to extend the agreement or it expires on July 1, 2036.

USTR is seeking comments on:

  • Any aspect of USMCA implementation or operation.
  • Compliance issues involving any USMCA party.
  • Recommendations for actions USTR should pursue before future joint reviews.
  • Factors affecting North American investment and the effectiveness of USMCA in promoting:
    • U.S. competitiveness
    • Productivity
    • Technological leadership
  • Strategies to strengthen North American economic security, competitiveness, and cooperation in responding to non-market policies and practices of other countries.

Comment Period

The deadline for written comments and requesting participation in the public hearing is January 12, 2027. The public hearing date and location will be announced later.
