On May 30, 2025, in Cargo Systems Messaging Service (CSMS) # 65201773, U.S. Customs and Border Protection (CBP) announced updated guidance to the International Emergency Economic Powers Act (IEEPA) Reciprocal In-Transit end date extension for vessel imports.
CBP’s updated guidance “applies to the actions that are effective on April 5,2025, April 9, 2025, and April 10, 2025.” CBP confirmed this guidance is temporary while the stay of the United States Court of International Trade is in effect.
CBP will permit heading 9903.01.28 to be declared only for goods that are entered for consumption, or withdrawn from warehouse for consumption, on or after 12:01 a.m. EDT on April 5, 2025, and before 12:01 a.m. EDT on June 16, 2025.
