Delay of Aluminum Reporting, Increased Duties on Russian Goods

Delay of Section 232 Aluminum Smelt and Cast Reporting Requirements

 

On March 30, 2023, U.S. Customs and Border Protection (CBP) issued CSMS# 5570614 notice of a 30-day delay for the new requirements for reporting the country of smelt and cast for imports of aluminum and aluminum derivatives. The effective date for these new requirements is May 10, 2023. 

 

200 Percent Duty on Aluminum articles from Russia

There is no change to the April 10, 2023, effective date of the 200 percent duties on imports of aluminum and derivative aluminum articles that are products of Russia, or where any amount of primary aluminum used in the manufacture of such aluminum articles is smelted or cast in Russia.

Increased Column 2 Duties on Certain Articles from the Russian Federation

 

Effective April 1, 2023, there is an increase in column 2 duties for certain articles from the Russian Federation as outlined in Presidential Proclamation 10523. A heading of 9903.90.09 is required to assign this duty rate on the entry at 70 percent for articles in column 2 of the HTSUS in chapters 1 to 97 and 99. Review the guidance for more specific details on application. HTS hierarchical guidance has previously been issued. Refer to CSMS# 39587858 for guidance related to reporting multiple HTS when chapter 98 and 99 are required.
