UAE NAIC Implementing New HS Code Regulations on Imports & Exports

Dear Valued Customer, 

Effective February 29, 2024, the United Arab Emirates (UAE) National Advance Information Center (NAIC) is implementing new regulations pertaining to the use and declaration of Harmonized System (HS) Codes for imported and exported goods. According to the new requirements, all air freight
shipments traveling to, from, or through the UAE, will now require the 6-digit Harmonized Commodity Code to be included on the air waybill (AWB), consolidation manifest, or FWB/FHL messages for all master air waybills (MAWBs) and house air waybills (HAWBs).  The 6-digit HS code is required and shall be validated against the World Customs Organization (WCO) HS list. 8 and 10-digit codes will be accepted, however, validation is only required for the first 6-digits of the code.

These changes are aimed at enhancing customs procedures, ensuring accuracy in tariff assessments, and promoting transparency in trade activities.

HS Code requirements for your inbound, outbound, & other shipments

As our esteemed customer, it is crucial for you to be aware of and comply with these new requirements to avoid any disruptions in your shipments and to maintain a smooth and efficient trading relationship. Here are the key points you need to know.

Inbound and Transit Shipments 

HS code must be submitted before arrival at the first UAE airport.

Outbound Shipments

HS Code must be submitted before departure from the last UAE airport.

Consolidated Shipments

HS code must be included in the HAWB

Direct Shipments HS code must be included in the MAWB
