On May 6, 2026, U.S. Customs and Border Protection (CBP) in Cargo Systems Messaging Service (CSMS) #68554727 issued guidance on technical corrections to Annex IV of Presidential Proclamation 11021. This proclamation imposed additional duties of 10-50% on the full customs value of certain steel, aluminum, copper articles and their derivatives from all countries, effective April 6, 2026.
On April 29, 2026, the Department of Commerce published technical corrections to the Harmonized Tariff Schedule (HTS) in a Federal Register Notice (91 FR 23056). These changes are retroactive to April 6, 2026.
A new HTS provision, 9903.82.01, has been established to cover certain goods listed in Annex IV that do not contain aluminum, steel, or copper. These goods are subject to 0% additional duty.
For steel articles of U.K. origin produced by Tata Steel UK, where the melt and pour country is the Netherlands:
These goods remain eligible for the lower UK Section 232 tariff rate and should be declared under HTS 9903.82.04. This treatment is valid through January 1, 2028.
