The National Motor Freight Traffic Association (NMFTA) is planning significant updates to the National Motor Freight Classification (NMFC) in 2025. These updates are focused on standardizing the evaluation of all commodities, with particular focus when density is the primary characteristic. The official docket was released on January 30 to allow the public time to submit proposals related to the changes. The review period ends March 3, when the NMFTA will meet to ratify.
While the changes are not yet official, the docket should result in several positive outcomes for both shippers and carriers. Now is the time prepare for the changes so you are ready when they go into effect.
What’s changing?
In their current state, NMFCs have a wide range of density to class relationships, with some NMFCs relating to a single class and others using a variety of density-to-class tables. These new changes should create a more standardized and less complicated classification system by:
- Eliminating ambiguity between NMFC and class. The commodity listings will be condensed, making it easier to identify NMFC items and freight classes.
- Transitioning to a 13-tier density-to-class table for NMFCs without handling, stowability, or liability concerns.
Benefits of the NMFC changes
These updates can significantly impact your business, especially if you ship products classified based on density. Here are some of the key benefits:
- Simplified classification: The updates aim to streamline the classification process, reducing the number of categories and the risk of misclassification.
- Cost efficiency: A more straightforward classification system can lead to more accurate pricing for your shipments, helping you find the most cost-effective way to ship your freight.
- Improved predictability: The changes should enhance predictability in billing and load planning, contributing to a more efficient and cost-effective shipping operation.
What to do to prepare
- Stay ahead of upcoming freight class reclassification changes: With many commodities shifting to density scales shippers should proactively audit their commodity classifications to avoid unexpected costs. Robinson experts can assist in providing classification guidance based on shipment density and historical data analysis to ensure accuracy and cost efficiency.
- Optimize and improve data management: Ensure accurate commodity dimensions, weight, and density tracking to prevent misclassifications. Electronic BOLs and advanced TMS tools can help automate this process, reducing billing disputes and improving cost predictability.
- Reconsider workflow and process changes: Adopting new technologies to better identify density may be worth the investment in the long term. Utilize a scale and a freight dimensioner to ensure accurate data to determine your shipment density. Your C.H. Robinson representative can help if you need options and information about freight dimensioner vendors.
- Understand potential rate changes: NMFC updates can impact freight rates unpredictably. Trusted advisors like C.H. Robinson can help you mitigate rate increases while taking advantage of rate reductions by negotiating with carriers on your behalf, allowing you to stabilize costs and minimize disruptions.
- Optimize your packaging: Use right-sized packaging to minimize voids and excess air. Pack items tightly to increase weight within the smallest possible volume. These will be more important than ever as class will be based on the weight per cubic foot - meaning wasted space will result in a higher class and increased shipping costs.
Timeline for 2025 NMFC changes
The NMFTA will be implementing the new system in a phased approach, with the first changes coming in docket 2025-1. Key milestones include:
- January 30, 2025: The official docket with changes was released by the NMFTA. If you need to file a request to the proposal, file it directly with the NMFTA.
- Step 1: Submissions can be made here.
- Step 2: Proposals for amending must be submitted in writing to the FCDC at [email protected]
- March 3, 2025: The NMFTA committee will meet, review proposals, and release a final docket.
- July 15, 2025: Class IT updates launch.
- July 19, 2025: The changes will be implemented by the NMFTA and will immediately go into effect.
