CBP: COBRA Fees to be Adjusted for Inflation in Fiscal Year 2024
Effective October 1, 2023, U.S. Customs and Border Protection (CBP) is adjusting certain customs user fees established by the Consolidated Omnibus Budget Reconciliation Act (COBRA) for the 2024 fiscal year. The Merchandise Processing Fee (MPF) ad valorem rate of 0.3464% will not change. However, formal entries (class code 499) will change the MPF minimum and maximum. The minimum will change from $29.66 to $31.67; and the maximum will change from $575.35 to $614.35.

CBP Extends Global Business Identifier (GBI) Initiative
The Global Business Identifier Evaluative Proof of Concept (EPoC) has been extended until February 14, 2024. The identifiers available in this EPoC include Dun and Bradstreet (D&B), Global Location Number (GLN), and the Global Legal Entity Identifier Foundation (GLEIF). With the expansion of this program, CBP will allow participants to provide one or more of the three identifiers for the manufacturers, shippers, or sellers of merchandise. CBP will not require transmission of all three identifiers to participate in the test. If you are interested in participating, please reach out to your C.H. Robinson representative.
USTR Extends Reinstated and Covid-Related Exclusions from China Section 301 Tariffs
On September 6, 2023, the Office of the United States Trade Representative (USTR) announced further extension of the 352 reinstated exclusions and 77 COVID-related exclusions in the China Section 301 Investigation until December 31, 2023. Additional information is available in the Federal Register Notice.
